Larry Honeybourne
Program Chief – Environmental Health Water Quality Section
County of Orange Health Care Agency

Since 1991, Larry Honeybourne has served as the Program Chief of the County of Orange Health Care Agency’s Environmental Health Water Quality Section, where he oversees the management of a variety of water quality regulatory programs related to the protection of public health.  These programs include ocean recreational water protection; drinking water supply oversight for small water systems; the construction and destruction of all types of wells; cross connection control; recycled water; and wastewater.  Honeybourne has participated on numerous Technical Advisory Committees, including as an ex officio member of NWRI’s Scientific Advisory Panel for the Santa Ana River Water Quality and Health Study.  He has a bachelor’s degree in Biological Sciences from California State University Fullerton and a master’s in Environmental Studies also from California State University Fullerton.  He is also a State of California Department of Health Services Registered Environmental Health Specialist, Water Treatment Operator and American Water Works Association Cross Connection Control Specialist.
