OCSD Chair

Larry R. Crandall, Chair of the Orange County Sanitation District (OCSD) Board of Directors represents the citizens of Fountain Valley, as Mayor.  Director Crandall has served on the OCSD Board since 2005 and prior to his appointment as Chair, he served as Vice Chair from 2008-2010. He was also a member of the Planning, Design and Construction Committee and Chair of the Operations Committee (2007-2008).  Since 2005, he has also represented the OCSD as the Vice Chair of the Groundwater Replenishment System Steering Committee and currently occupies the position of Chair.

Director Crandall also serves as the Fountain Valley representative on the Orange County Transportation Authority (OCTA), 405 Major Investment Study (MIS), the OCTA Central Corridor MIS Policy Advisory Committee, the OCTA Inter-jurisdictional Planning Forum (GMA 2 & GMA 6), and the Orange County League of California Cities.

He was first elected to the Fountain Valley Council in 1998 and served Fountain Valley as Mayor in 2001 and 2005.  During his first term as Mayor, he had a vision of a united community for ethical values and used his Mayoral year in 2001 to establish Fountain Valley as a Character Counts! City.  By heading a leadership team of community, business and organizational members, various activities were sponsored and presented throughout the year that highlighted the importance of building character. 

Director Crandall was first elected to the Fountain Valley Elementary School District as Trustee in 1990 where he also served in many different capacities and as Board President in 1992 and 1996.

He has called many places home.  Though born in Illinois, he spent some of his childhood in Missouri and California.  While serving in the U.S. Air Force, he was stationed in Texas, Thailand (during the Vietnam War) and Florida where he was honorably discharged in 1974.  He moved back to California and has called Fountain Valley home ever since.

After his discharge from military service, Director Crandall completed his bachelor's of art degree in political science with an emphasis in public administration from California State University, Fullerton.  He also owned his own private investigation business and was involved in the Chamber of Commerce in Fountain Valley, serving as Vice President for many years.  He is also a life member of the Veterans of Foreign Wars, Post 9557, Friends of the Fountain Valley Library as well as the Fountain Valley Historical Society, believing that the best way to give back to your community is to be involved.

Director Crandall and his wife, Sandra, have raised three children, Erica, Jillian and Mark.  They now are proud grandparents of three grandsons: Clayton, Steven and Brandon.

He is honored to serve his fellow citizens as Mayor of Fountain Valley and Chair of Orange County Sanitation District.
